Iíve read many things about types of lights and wattage but nothing is really clear.
I think the best thing you can do at this point is buy a good grow guide and read it cover-to-cover a couple of times. I recommend Greg Green's Cannabis Grow Bible, but you can't go wrong with Jorges Cervantes, Ed Rosenthal, or Soma either. They will all cover the basics very clearly.
As LabRat says, you can get by with less light if they are on movers. Movers also allow you to keep the lights a bit closer, preserving penetration. You can grow pretty well with 20-25 watts per sq ft of HID light, but using 60-90 watts per sq ft will boost growth rate, flower size, and density. (read: MUCH larger yield from same space)
Yield is proportional to the size and health of the root system. 2 gallon pots may net you and oz or so, while moving to 3-5 gallon pots can put you into the 3+ oz per plant range.

It is my first grow and I want to know what type of bulbs to use? MH or HPS or CFL or HID or T5 Ö?? or even LED ??

No offense, they come with instructions. If you're serious about growing your own weed, you'll figure it out.
And for the experienced, do you recommend any soil mix / recipe for optimal outcomes?
You can't go wrong with Sunshine Mix # 1, 2, or 4 or Pro-Mix BX or Pro-Mix HP. Know that these grow media are basically inert, just an amazingly good substrate for the roots. You'll need a complete nutritional program that supplies all the macro and micro nutrients as well as trace elements.
There are several soil based grow media as well. Fox Farm's Light Warrior and Ocean Forest are both primo grow media in my experience, but there are numerous others, too.
Iím a beginner to this and I really need some advices on how to start.
What are your goals?
If this is a personal grow, I suggest you think much smaller, like 2 sq meters or even less. It'll be much cheaper at start up, and much easier to achieve success.
I'd partition off separate veg and flower spaces, it'll make turnaround a lot faster.

Properly setting up and running 97 sq ft won't be cheap.
What is best for optimum results and what is best in term of electricity consumption / bill?
Say the whole thing consumes a conservative estimate of 3000 watts, and you pay $0.10 per kwh...
while vegging: 18 hrs/day x 3000 watts x 30 days in a billing cycle = 1,620,000 wh
1,620,000 wh / 1000 = 1620 kwh
1,620 kwh x $0.10 = $162.00 per month additional on the e-bill.
while flowering: 12 hrs/day x 3000 watts x 30 days... = 1,080,000 wh
1,080,000 wh / 1000 = 1,080 kwh
1,080 x $0.10 = $108.00 per month...
