Your license is to possess a certain amount of dried cannabis or to cultivate a certain number of plants. No where on the license does it say that it must be from Health Canada source of cannabis or seeds.
Even if you choose just a possession license it is an option to purchase from Health Canada that requires a Form E1 being filled out. If you don't fill out the form you can't get access to the cannabis they provide. The form is access only remember, and if you want to actually make a purchase it requires you to order your product. The supply does not start automatically because you filled out Form E1.
Same goes for the seeds. There is a Form E2 and if the form isn't filled out as a request there is no obligation.
Read those forms carefully folks,
You *must apply to get licence to grow your own plants and you *must fill out
Form C: Application for Licence to Produce Marihuana by Applicant.
*Note the word must used twice.
To purchase seeds from Health Canada so you can grow your own plants, you *must fill out
Form E2: Application to Obtain Marihuana Seeds.
*Note the word must is used only once.
So you could read that second part to say:
If you want to purchase seeds from HC then blah blah...
I also don't think it is necessary to purchase one lot of seeds or weed from them to prove anything in court at a possible later date. It just isn't necessary to cover yourself that way.
Buy a sample if you have enough money to waste just to see what kind of inferior product they provide but I don't think it will do you any good in court.
