Consider other interpretations. These young Jamaican children, members of the Rastafarian church, are smoking ganga (marijuana), which their religion regards as a "wisdom weed".



Will they react in the same way as a North American who buys the drug on the streets and smokes it alone or at a party?

Many people attribute the effects of psychoactive drugs solely to properties of the drug itself. An alternative explanation, however, supported by much evidence, emphasizes the importance of setting, motives, and cultural expectations.

Robert Downey Jr. was photographed by the California Department of Corrections in August 1999 while serving time on a drug conviction. The second mug shot was taken in April 2001 after the actor was busted in a Culver City alley for investigation of being under the influence of a controlled substance.

Matthew McConaughey was arrested by Austin, Texas police in October 1999 and charged with possession of marijuana and drug paraphernalia after a neighbor called to complain about music blaring from the actor's crib. When cops arrived, they found McConaughey dancing around in the buff and playing bongo drums. The drug charges against McConaughey were eventually dropped, though the star did plead guilty to violating Austin's noise ordinance, for which he paid a $50 fine.

Former "Baywatch" star Yasmine Bleeth was arrested in September 2001 by Michigan police and charged with cocaine possession. The actress pleaded guilty to one criminal count and was sentenced in January 2002 to two years probation and 100 hours of community service.

Macaulay Culkin was nabbed in Oklahoma for possession of marijuana and two controlled dangerous substances (Xanax and sleeping pills) for which he did not have a prescription. The bleary-eyed actor, 24, posed for the below Oklahoma County Sheriff's Office mug shot following a traffic stop of his buddy's car in September 2004. Culkin, best known for starring in the "Home Alone" movies, was arrested and briefly jailed before being released on $4,000 bond.

Johnny Cash was arrested in October 1965 at the El Paso International Airport after U.S. Customs agents found hundreds of pep pills and tranquilizers in his luggage as he returned from a trip to Juarez, Mexico. The Man in Black spent a night in the county jail and later pleaded guilty to a misdemeanor count, for which he paid a $1000 fine and received a 30-day suspended sentence.

The 62-year-old Parliament-Funkadelic founder, who owns a home in Tallahassee, spent less than an hour in the Leon County Jail before coming up with the $2650 he needed to bond out.

Wu-Tang Clan member Russell Jones, also known as Ol' Dirty Bastard, Big Baby Jesus, and presently Dirt McGirt, was paroled from the Clinton Correctional Facility in February 2003. The rapper was photographed by the New York State Department of Correctional Services in December 2001 while serving 2 to 4 years on a drug charge. He previously posed in California after his arrest for making terrorist threats to customers at a West Hollywood nightclub.

Singer Bobby Brown was photographed twice on November 7, 2002. After Atlanta cops charged him with possession of marijuana, speeding, and driving without a license or proof of insurance, they discovered an outstanding warrant in neighboring DeKalb County (where he was popped in April 1996 for DUI). The oft-arrested Mr. Whitney Houston posed first at the Atlanta City Jail in a khaki shirt, and after posting bond was transported to the DeKalb County Jail for a second, more casual b'ball jersey/t-shirt photo. He posed for a third mug (in a nifty striped sweater) on January 17, 2003 after pleading guilty to the 1996 DUI and being sentenced to eight days in jail. The fourth mug shot was taken in August 2003 after Brown was picked up for alleged probation violations. The recidivist was photographed at the DeKalb County Jail in February 2004, after a judge revoked his probation. And finally, in July 2004 Brown reported to the Fulton County Jail for booking in order to avoid an arrest warrant after he got busted in December 2003 for misdemeanor battery following a fight with the missus. Oops, we said finally, but Brown was arrested again in March 2006 in Massachusetts after a check turned up a 1992 warrant for unlicensed operation of a motor vehicle and an uninsured motor vehicle trailer. He posted for the bottom photo and posted $40 bail before heading out on his way.

MARIJUANA TAX STAMPS


At its inception the United States encouraged the agricultural production of hemp for its tensile strength in making cloth, ropes and sails and it wasn't until after WW2 that the US stopped licensing farmers to grow hemp and 1969 before its taxation ended.

The federal government had originally included marijuana among the substances to be regulated by the Harrison Act of 1914, but opposition from the drug industry is generally believed responsible for its exclusion from the act. It seems marijuana was used by turn of the century drug companies in creams and ointments that they manufactured. There argument was that marijuana is non habit forming and thus not a narcotic.


The Marijuana Tax Act of 1937 classified marihuana a controlled substance and imposed an annual occupational tax on medical practitioners requiring them to display a Special tax stamp to prescribe marijuana products. Needless to say most doctors and dentists stopped using products covered by this law. Order forms were used to keep a record of what and how much was used and calculate the tax with stamps recording the payment. The stamp aspect of the act was never truly implemented and few examples of used stamps exist.

In 2004 the National Postal Museum deaccessioned a large holding of revenue stamps that included a group with a marijuana overprint that were never officially issued for use by the IRS. Some stamps are known to have been used, also some were stolen from the Smithsonian in the 1970s. These documentary stamps would have been affixed to manufacturing and distribution documents. In February 2005 approximately 5000 of these stamps were sold at auction to the highest bidder. There are eight different stamps with three also imperforate.

The liberty documentary series w/o date the one, five and ten dollar stamps were sold both perforated and imperforate. Also sold were serial numbered one hundred dollar stamps with receipt tabs.

In the 1940 documentary issue the one, five and ten dollar stamps were all issued perforated. The fifty dollar Guthrie like the hundred dollar liberty stamps were issued in panes of four. The panes are imperforate at the top, bottom and right side; therefore, single copies are always imperforate on one or two sides.
