I'd get the CAP controller over a thermostat for the time delay restart feature, and set that up to control relays for the lights, co2, etc. Here's that CAP controller on amazon for $51.55, http://www.amazon.com/C-A-P-HLC-3e-Temperature-Shutdown-Minute/dp/B001ODUGO2

It'd be easy enough to get a 240 to 120 converter to run the cap controller, then use that to control 120v relays to send power to your equipment. You can get all of this shit online.

Okay, did some hunting and found the answer on another board.
A 30 amp contactor (good for controlling 5-6 lights), a baseboard thermostat and female disconnects.Grand total of about 70 bucks
Other than that,a delay worked into the system and i'll sleep much better.
