Liquid fence works great! Every 2 weeks and you will have no deer problems.

Urine works, can be sort of pricey to buy a bunch of different kinds of predator urine. Human urine works fine, you just have to make sure you apply it almost daily in a spray bottle. And don't spray it on the plants, spray it the surounding areas in all directions, up to 20 feet.
