Well. Listen, Shanghai is a relatively easy place to find weed-- it won't be very good and it'll be expensive, but you'll be able to find it. Concerns about law enforcement heat are, in my opinion, overblown unless you are... well, don't smoke it in places where they expect foreigners to be doing bad stuff.

Foreigner hangouts in Shanghai usually have a few Uighurs or Africans soliciting buyers for weed or hash.

The hash is probably a better bet. A golfball of it will cost you 100 RMB, discount if you buy more. It's powdery and light brown and cut with henna and other things. Clearly made from some oldschool pure indica landrace stuff, almost complete bodybuzz and couchlock without much in the way of mental fireworks.
