robin, have you considered why aussies might wear hats on their feet?
it can get warm in oz, very few places have snow. the continent goes near to being 10 degrees south of the equator. hats keep the sun off but a beanie keeps your head warm.
thongs keep the soles of your feet from getting hot on the road or sand or dirt.
it is insulation, often made of foam rubber.
they dont have the top part like a shoe does, so your feet can breathe and stay cool. a lot like a sandle without so many straps. personally i prefer to wear wetsuit booties, the thong strap causes blisters but thats because i walk in water a lot. just so you know..

They call them flip flop`s
